Introduce a Service Improvement skill

It seems this area is not as well covered i.e. the systematic improvement of service ... actually this probably goes wider as the same is probably true since losing SPIM from SFIA5. BPRE and METL don't really address the Service Improvement need nor the SPIM need. There really are people who are focussed on improving the capability of organisations which may be in delivery, development or service management.
